Let me first express my thanks for visiting my platform page. It is the intent of this campaign to focus not only on the issues but to provide solutions. A great leader understands that to lead others, they must first set the example.
The platform pioneered is a prelude to address the issues our nation is encountering. The solutions presented are not always popular but leadership is not based upon popularity but effectiveness. The CAS for U.S. Senate Campaign founded on three simple principles: God, Country, and Family. These three principles guide every American citizen who is pursing the American Dream of Freedom! It is our campaign purpose to repair the hopelessness and lack of trust in our electoral process by leading the way, inspiring new visions, challenging the establishment, empowering all Americans, and manifesting our new founded American spirit.
We have all experienced the desecration of our legislative trust by the political machine staging a snake oil candidate to the electorate who was groomed to sustain the appeasement of our existing undisciplined government. The CAS for U.S. Senate campaign is on the mission to redress the political establishment and restore our Republic to a place of honor and integrity that our fore fathers demonstrated.
The citizens of Texas and our country want true LEADERSHIP. They want someone like the late President Ronald Reagan who believed in the time-honored American Dream. President Reagan had an unconditional love for his country and exalted the essentials of our Constitution and our faith in God!
I am not President Reagan and I never will be but I hold true to my heart the principles, pragmatism, and passion he had for our country and its immortal character! It is with this devotion and patriotic passion that I felt and heard the call to duty once more for the future of our nation and the rudiments to conservative leadership!
Defense
The institution of a formidable military defense is not only critical but also constitutional in securing our freedoms, prosperity, friendships, and national interest. The U.S. military needs to remain a vigilant global superpower as well enrich our matchless superiority on the land, air, sea, and space. Listed below are some key concepts to support the CAS for U.S. Senate campaign’s military vision:
Ø The protraction of advanced aircraft with the capability of deploying stealth and lethal force on enemy combatants
Ø The procurement and development of unmanned aircraft as a strategic arsenal in the battle against terrorism and tactical operations during the theater of war
Ø The creation and expansion of rapid transport aircraft with unrivaled global reach
Ø The modernization of laser technology as a tactical instrument
Ø The improvement of a conventional assault tank and transports with the capacity to sustain deadly assaults from enemy combatants
Ø A 15% increase in the recruitment and employment of military personnel for all branches of services
Ø The redeployment of short ranged ballistic missiles in the Pacific, South American, and European theater
Ø An substantial increase in the production of naval carriers to operate as mobile bases
Ø The standard deployment of the Electromagnetic Rail Cannons on naval destroyers and space satellites
Ø The evolution of space craft capable of launching nuclear missiles
Ø The formation of an elite joint special force to protect our national interests
Economy
The U.S. economy has stalemated in the recovery process due to government regulations and unilateral executive policies. The creations and expansion of unelected federal czars with limitless legislative authority has crippled innovation, risk, entrepreneurial, and expansion of the private industry. Unethical and unfair trade policies, complex tax systems, regulations, and tort litigation have destructively affected the expansion of capitalism and a free market society. In order to secure our fundamental principles of prosperity and the pursuit of happiness, we must abolish the federal bureaucracies that abuse their authority and unethically influence the private sector. Therefore, the following recommendations are presented in revitalizing the economy:
Ø Drill for oil and natural gas in ANWAR, Offshore, and the continental U.S.
Ø Repeal NAFTA, GATT, and withdraw from the World Trade Organization
Ø Restructure the tax system to a flat tax for everyone based on three income brackets
Ø Abolish the Federal Reserve
Ø Amend the Administrative Procedures Act of 1946 to reflect legislative authority for Freedoms of Information Act and the publication of the national registry
Ø Redress the U.S. Glass-Steagall Act and establish the U.S. dollar backed by the gold standard as the only currency for security versus commercial paper
Ø Pass and enforce legislation that ensures foreign investors comply and conduct their business in accordance with U.S. laws
Ø Tort Reform that supports caps
Ø Invigorate state sovereignty and limit federal government legislations
Ø Consolidate Tri-care, Medicaid and Medicare as one payer health system and eliminating fraud, waste, and abuse
Ø Restructure Social Security as a volunteer program outside of the federal government’s general revenue fund
Ø Presidential line item veto with Congressional authority to override
Term Limits
Term limits although controversial with current elected officials are essential to ensure that the interests of the people are always the priority in public service. I support term limits to minimize the political power based tiers that have created a stalemate in the legislative process. Term limits validate the responsibility that elected officials represent their constituent’s needs versus the political culture in Washington D.C. The electoral process of bringing new energy, new ideas, and political accountability can be achieved through Congressional term limits. Federal bureaucracies would be managed by restraining their appropriated funding.
Ø House of Representatives are limited to four terms (8 years)
o Terms can be served consecutive or sporadic
Ø Senators are limited to two terms (12 years)
o Term can be served consecutive or in two different terms
Ø Grandfather all current incumbents of Congress until they retire or loose re-election
Ø Amend the Constitution to have the state board of governors nominate U.S. Supreme Court Justices and confirmed by the U.S. Senate
Tax Reform
The U.S. tax system has become antiquated to address the revenue demands influencing our national economy. We have relied on a system that generates revenue through various venues with no systematic oversight on fiscal restraint or cost efficient expenditures. The system has become an instrument that handicap effective legislation while stagnating our economic growth. It is important to restructure the tax system, which will ensure that all or as many Americans are paying tax without demonstrating prejudice towards any specific economic class. Implementing a Fair Tax would be the first step in tax reform until other measures can be piloted to be more effective.
Ø Enact legislation that redefines the implementation of a Fair Tax that is based upon an individual’s personal consumption
o 17% Consumption tax for three years on all items consumed in the United States
o 2% Will be applied to the nationa debt for three consecutive years and then the tax will be lowered to 15%
o Tax will be applied to retail and internet purchases
o Realestate, Food, and Medication will be exempt from taxation
Ø Eliminate taxes on dividends, interest, capital gains, IRA, 401, and Social Security
Ø Eliminate the Estate Tax, Import Value Added Tax, Import Insurance Tax, Alternative Minimum Tax
Ø Eliminate Export Tax on all companies in the U.S.
Ø Eliminate employer matching FICA withholdings
Ø Propose Unemployment Insurance as a voluntary program that requires contributions made by the employer and employee
Ø Restructure the Internal Revenue Service as a compliance agency at the state level
Health Care Reform
Everybody by now is aware that the Affordable Health Care for America Act was enacted by a unilateral conference procedure versus by a legislative vote of our elected officials. Currently we have multiple state attorney generals who are exercising their legal authority to repeal the healthcare act and I clearly support their measures. The Health Care Act has done nothing but weaken our credibility to manage our government finances and add trillions of dollars to our debt. Quality health care is provided by quality doctors, quality doctors are driven by a competitive market. The commerce clause in the U.S. Constitution was not created to empower the federal government to manage the affairs of the American citizen. All American citizens are provided government healthcare at their nearest community health clinic on a sliding scale fee. As your U.S. Senator, I will:
Ø Repeal the healthcare bill as unconstitutional under Article I Section 8 of the U.S. Constitution where all duties, impost, and excises shall be uniform throughout the United States as well as a violation of the 10th Amendment.
Ø Elimination of the U.S. Department of Health & Human Services
o Transfer the Centers for Medicaid Services to the states with a 25% cut in Medicaid services on budget items (other than health care services) by 89 Billion
o Transfer the Center for Disease Control & Prevention to the states
o Realign the Federal Drug Administration under the Department of Commerce with limited legislative authority for drug approvals only

Ø Free lifetime Veteran Administration healthcare to all veterans regardless of type of discharge and eliminating priority group enrollment
Ø Realign Active Duty Department of Defense Healthcare services and the civilian Tri-Care Healthcare Services under a new Combatant Command; U.S. Health Defense Command
2nd Amendment (Right to Bear Arms)
It has been echoed through out the history of our nation that Freedom is not free. This is a profound statement and although the Bill of Rights was not part of the original constitution it was noted by a core of the founding framers that a Bill of Rights was needed to protect the people from the new government. The Bill of Rights were created to ensure our protection from the federal government and one of those rights was the 2nd Amendment; The Right to Bear Arms! The right to bear arms ensures every citizen that we have the right to defend ourselves not only from foreign enemies but also from the tyranny of a federal government. When the people have failed to exercise their right to vote and control the government; the 2nd Amendment is the safety net to protect us from anarchy or dictatorship. As an elected representative for the state of Texas, it would be my sullen duty to ensure we continue to have our Constitutional Rights and oppose any law, act, or perceived act that would infringe on our freedoms.
Ø Repeal any federal legislation that dictates the registration of firearms
Ø Support the right carry to open carry
Ø Refrain any legislation that attempts to control the production or purchase of ammunition
Foreign Trade
Our foreign trade difficulties are a result of our manufacturing industries moving to third world countries for cheaper labor, no unions, less to no tax, and unrestricted environmental laws. Our economy currently lacks the ability to reclaim tax revenues due to historic unemployment rates. This limits our ability to implement reasonable trade policies. Our reliance on foreign oil only puts us at a disadvantage with other countries. Attention to our tax laws need to be reformed to give our companies a fighting chance to compete with other nations. Government and Industry need to work together on creating a collaborative plan that assists companies to keep businesses at home. Research needs to focus on needs what are the commodities that we possess and other nations need and oil is one of those commodities. The development of biotechnologies should be a focus of exportable products. Agriculture is still a strong commodity. Outsourcing practices need to be reviewed and promote American companies to return to the U.S. If a U.S. company chooses to remain abroad, then their goods should be treated as foreign commodities subject to taxes, tariffs and fees. The federal government should undertake the following actions in regards to our trade policy.
Ø To disengage in any international or regional trade agreements
Ø Repeal the North American Free Trade Agreement (NAFTA)
Ø Withdrawal from the World Trade Organization (WTO)
Ø Refrain from the General Agreement on Tariffs and Trade (GATT)
Ø Re-establish a mercantilism trade policy with a Ricardian Model with individual nations that focuses on comparative advantages versus factor endowments
Abortion
I am Pro-Life. I believe the debate should not be whether or not a female gets an abortion, but how to prevent them from occurring.
In 2005, there were 920,000 abortions conducted and funded with Medicaid and this figure does not include private physician procedures. 83% of the abortions conducted were over the age of 20 with 53% being white and 35.5% black.
The one significant gift that God gave us was free will. We can choose what we want to do and when we want to do it. As a Christian, I understand that I have no control over another person. I am not God nor should I attempt to be him. Salvation is and will continue to be based on free will. My heavenly father has prepared me spiritually for life and now it is up to me to prove my love for him by trying to emulate his son.
Ø The choice to engage in sexual activity should be the focus of discussion.
Ø If a female has chosen to engage in sexual activity willingly and in turn she becomes pregnant; I do not support an abortion.
Ø If her free will is taken away through rape, incest, or exploitation of the mentally ill, then I believe the decision should be hers to make and that decision will be between God and her.
o A female who has her free will taken from her will have to make the choice regarding her salvation
Ø As a Senator, I will not approve any law that supports abortions ethically or fiscally
Ø I do support legislation on abortions that are conducted in the second and third trimester as a criminal offense and any person who assist in the procedure as an accessory to the crime
Ø If a pregnant female is using illegal mood altering substances then I believe that the legal system should intervene and protect the innocent life.
o The woman has the right to use drugs but she does not have the right to harm and innocent life in the process
Social Security
The Social Security system is in dismal need of reform. Established in 1935, it was proposed as an insurance plan versus a tax. As an insurance plan, the individual had to pay into the system versus a payroll tax that is shared with those who pay and those who do not pay.
Social Security reform will be unpopular and economically pain staking but is needed in order to sustain its solvency for the future. I recommend the following reforms to Social Security:
Ø Repeal the Social Security Act of 1965, which will realign the social security trust fund out of the general revenue fund and back into the social security trust fund.
Ø The Social Security Trust fund cannot be used for an appropriated funding except in a time of war or other major necessity and then only with the approval of 2/3 of the bi-cameral legislation and 2/3 of the state governor’s board.
Ø Social Security is transitioned to a voluntary insurance program versus a FICA tax.
Ø Social Security investment is a voluntary choice and if elected to participate then a citizen must have paid for at least 10 years into the system to receive benefits
Ø Survivor benefits only awarded to surviving spouse (until remarried) or child (until age 18).
Ø Transfer Medicaid, Unemployment benefits, Temporary Assistance for Needy Families, State Children’s Health Program, Disability Insurance, and Supplemental Security Income to the states with no federal assistance from the Social Security Trust Fund and with no federal mandates
Ø Individuals who have chosen not to participate will not be eligible for benefits
Ø Raise the Social Security age of retirement temporarily to the age of 70 for the next three years and then moved to the age of 65 with no early retirement.
Ø Eliminate the Windfall Provision Act
Ø Freeze all insurance contributions at 6% before payroll taxes
Ø Social Security benefits are tax free
Ø Support legislation for tax free retirement accounts
These are drastic measures but current times call for such measures. We have to all pay the piper if we want to dance, no more free rides for anyone.
Immigration
Illegal immigration is one of the most sensitive issues in today’s political arena and if not addressed logically, it will create a polarization of political parties, racial segregation, and ethnic discrimination. The public should be rational in resolving this issue by addressing the impacts it will have politically, economically, and socially.
Politically the growing American population of Hispanic descent will be a major force in influencing public policy. The anticipated expansion of an increase in Latino voter registration will supplant the method of how political campaigning is conducted. In my opinion, the missing component is a strong Hispanic leader, of common dissent, who can unify the heartiness of the Latino culture and levitate the cry for reverence and national solidarity. Immigrant assimilation to the U.S. Constitution and a veneration of being an American citizen are essential in achieving their new national identity.
Economically the U.S. economy is part of a global economy but due to the decrease in the American live birth rate, which has fallen below two per family, places our country at rate below what is needed to sustain our economic and social programs. The immediate influx of the baby boomer generation will require an expanded constituent tax base to support government programs such as social security and Medicare. Illegal immigrants who are working financially under the table are not consistently contributing to the tax revenue process and with the legislative continuation of unemployment benefits, it will continue to leave low skilled paying jobs open only to employers who can find someone to take the job at a below the minimum wage.
Socially the country is being divided between those who strongly believe that illegal immigration is the root of all economic issues and those who believe we should continue and practice the status quo. The country’s demographics are changing rapidly but the policies that govern the country are in lame duck. The social class is shifting from a three-class system to a two-class system (rich and poor) that will continue to great divisions not between race but economics.
These factors have led me to create a comprehensive immigration reform map that our federal legislatures need to address in accordance with the U.S. Constitution, Article I, Section 8, and Clause 4. We the citizens of this great nation need to ensure that our elected officials follow through with our directives. Listed below is a general road map to address the issues regarding immigration reform.
Border Enforcement (Sovereignty)
Ø Use the U.S. Coast Guard to patrol large masses of water to ensure American laws are enforced on American Territory
Ø Empower trained local law enforcement to support federal legislation on Immigration
Ø Use current technology to assist in tracking transporters of illegal immigrants
Ø Hire 20,000 new Border Agents to assist in Border Security with 1Billion of funding being transferred from Federal Emergency Management and/or Transportation Security Administration
o 10,000 on Borders (North and South)
o 10,000 in Metropolitan Areas that hire slave labor
Federal Legislation
- Congress needs to rewrite legislation that addresses the following issues
Ø State and local law enforcement may enforce federal legislation provided they have had the training and their state or local government is supportive
Ø Simplify and streamline the Work Visa Program to just one type of work visa program with an increase quota limits
Ø Ensure all documented legal residents are working are paid at least minimum wage and are contributing to the tax system
Ø Enforce business complete immigration form I-9 on all employees to verify citizenship. Any violations is subject to severe penalties and/or jail time
Ø Utilize the Community Health Clinics as the source for all medical care on legal immigrants unless individual has private health insurance
Ø All legal documented immigrants must have a U.S. Identification Card/Passport or be subject to deportation
Ø Provide a legal process for all current illegal immigrants to register and identify their status with U.S. State Department and improve the processing time for legal residency.
Ø Ensure a fast track to citizenship for those who elect to serve in the U.S. Armed Forces for a minimum of four years.
Ø Any legal or illegal immigrant who commits a felony is subject to the American Judicial System and if convicted will be sent to Guantanamo Bay Prison. All misdemeanor infractions will be subject to local confinement unless it is the second offense in which they will loose visa status and be deported
Ø All legal documented guests are not subject to receive the same government social benefits as American citizens but can receive assistance from a non-profit organization or religious group.
Ø All students in any post-secondary education are identified as American citizens or legal documented residents and tuition will be paid in accordance with legal state residency status.
Ø Need to review some of our economic policies such as subsidies that have contributed to an influx in immigrant migration
Citizenship
Ø Congress does not pass laws; society does. Society chooses to accept the laws that our congressional, state, and local leaders have passed or to change them. A good example is prohibition and how the Constitution was amended so that society could engage in the spirits
Ø Citizens of our communities have a moral and legal obligation to uphold the laws we have chosen to live by and it is our responsibility to report individuals who violate these laws for it is a jury of our peers that we determine one’s legal fate.
Ø Our communities will assimilate new citizens and residents to our way of life. The U.S. Constitution is the foundation of our national identity and nationalizing our new citizens and guest is essential for a productive, unified society.
It is important for all citizens and guest to acknowledge that any individual who visits our country is a guest in our country and should be treated as a guest as much as we would treat any guest who visits our home (invited or not). It is just as important for our guest to respect and obey the laws of our country just as we would expect our guess to respect the rules in our home. We should not loose our human civility towards another human unless it is our intent to be righteous and inhuman which will only ensure that we are asking others to treat us he same way
